4. COMPARE OPTIONS

[ ] Test low, expected and high cost assumptions
[ ] Record which assumptions could change the preferred option

5. VALIDATE BEFORE COMMITTING

[ ] Confirm real connectivity coverage and behaviour
[ ] Validate vendor pricing and minimum charges
[ ] Review RF, regulatory, safety and security requirements
[ ] Identify model exclusions and missing evidence
[ ] Assign an owner and date to each validation step
